I think they probably had a set number of bags they were giving away free, and when they were gone, customers were told they were "out," even though there were bags just like them visible. 'course I was already using one of my big Target reusable totes (though I had to use a bunch of plastic bags along with it 'cause I had so many groceries, hehe). Wish I had seen this before I headed out there so I could have gotten a free one, instead of wasting another plastic bag. Oh well... Target's plastic bags are great for reusing (better than other grocery store plastic bags anyway). This was 10 AM...I went to another location around 2:30 PM and I DID see the bags under certain registers, however I was not offered a tote bag (and this was a $30 purchase). Hopefully they'll do it again...Earth Day is coming up! I know this freebie is probably dead now since this was a one day offer, but if it helps anyone’s faith in this freebie, I did get a tote bag (for just a $2 purchase of goods even).
