These are given out by the Izaak Walton League of America, who work to “solve the road salt pollution issues.” Apparently there's a connection between road salt and public health, as the salt we dump on the road ends up washed into the waterways at high levels.
With this kit, you can join a group of volunteers nationwide and help test the area around your home to see if there's any salt water pollution. Without this kit, you can only watch the salt sitting on your kitchen counter.
